Oh, good point! I think it's probably a US or US+Canada layout, and the specific model is CX-5MU

Yes, these data are keyboard info and matrice data. US keyboard and US characters set.

I think it's the international character set, just like the UK one. But the keyboard matrix is slightly different (with the pound key), so also the international one.

There is also a blank key next to Return, which seemed a little odd to me. The video output is 60Hz NTSC composite via A/V DIN connector (same as the Japanese YIS-503)

Probably a dead key, but on some keyboards, it can help to add accents to the next character, generally a vowel

That blank key is where the diaeresis key is on international units. Needed to produce diacritical marks (e.g. accent, grave, tilda, etc.). Probably not needed if this is a US/CA unit.

Does the blank key do something to create characters with accents and such?

It’s the US version, there is also a CX-5MC variant for Canada. Likely that has the accent key instead of the blank key, the ROM is probably the same and the empty key probably works on the US model. You can test by pressing the key (it should already produce a keyclick) and then e, you should now have è!
