Push the disk up in the drive while loading the Syd Garden stage.
I once found a the data disk creation program somewhere on the net (I'm not the author). Apparently I forwarded it to Sean; it's too long ago for me to remember. But I think it just reads some garbage data that someone mistook for a stage. When I tried it, it didn't look anything like the stage in the first link.
It worked fine for me, with the disk pushing trick.
I remember loading the "special stage" but it looked like the "caverns" that are behind Benson's picture. That's why I got surprised seeing the screenshots of www.sdsnatcher.net.

I thought someone extracted it from the game and made some disk so you can play it more easily, yes.
Not that I know of. I do know there's a savedisk enabling you to enter it quite easilly.
Check some Sunrise Special... IIRC it was the 4th issue which contained it as an extra...
On funet there is a tool to create a data disk for the special stage.
But to save everyone the trouble, here is a premade disk:
