Exactly. The "game modes" are the tiled modes, and the V9958 only gives you the use of VDP commands while in SC4, that can be handy to free CPU but does not improve the visual quality. Also cyclical scroll but on SC4 is not much CPU load to update the character matrix for the Z80 (even handy) and horizontal scroll masking (missing a 16px mask). No improve for sprites at all.
It is not bad but very improvable, after 2 generations you still get "MSX1" (SC2 -> SC4) style games with improvements.
