If we don´t mind monochromatic play area / characters, then several Spectrum ports have smooth scrolling.

IMHO msx1 especially, was badly programmed. lack of hw/system knowledge, lazy ports, etc. however, for the scrolling issue, msx1 and partly msx2 lacks hw support, so there is not a lot to do to overcome this limitation.

everything that has multi layer scroll. hw scroll can serve only one layer. the other is done as is done on msx

See this Youtube video http://www.youtube.com/watch?v=F14DTNSqjOI for a game that uses both hardware scroll and software scroll to create a multilayer effect on C64. Behold what you can do with proper scrolling support and less horrible colour limitations on an 8-bit machine!

Even as a C64 scener I can say that while many C64 games are more technically advanced (not just because of the extra stuff the hardware has to offer over MSX), the really good games are few and far between, and on the MSX you have a whole bunch of high quality and fun games.

There was one in the latest MSXDev, I think.

A smooth and colourful multilayer scroll as shown above is totally impossible on MSX (any version, except perhaps using one of the more recent graphic cards).

You could try to reproduce it on MSX2 using the hardware scroll and tile manipulation in screen 4, but you'll encounter a colour limitation for every 8*1 px area, meaning that the secondary (software) scroll will be less colourful. Alternatively you can use 8px block scroll all the way, and this was done in multiple games (e.g. Astro Marine Corps on MSX1 or Ys3, Coredump on MSX2).

looking at the game is not soo smooth as other C64 games. scroll step is not 1 px on every layer, nor 2 px step. i think is 4 px
